Job Summary

 

Galapagos Federal Systems LLC is seeking a highly motivated and qualified Planning and Programming Support Specialist to join our team in support of the 100th Civil Engineer Squadron at Royal Air Force (RAF) Mildenhall, United Kingdom. This is an exciting opportunity to work alongside a diverse team of engineering and facilities professionals supporting mission-critical infrastructure planning and development.

 

In this role, you will provide planning and programming support for Military Construction (MILCON) and Facilities Sustainment, Restoration, and Modernization (FSRM) initiatives. Responsibilities include supporting facility requirements development, project scoping, preparation of DD Form 1391 project documentation, parametric cost estimating, economic analyses, and long-range capital investment planning. You will collaborate with Government engineers, planners, and stakeholders to help develop, prioritize, and program infrastructure projects that support mission readiness and installation objectives.

 

Key Responsibilities

 

The Planning and Programming Support Specialist will:

  • Conduct and document facility requirements gathering sessions, condition assessments, site surveys, and project scoping activities to support installation planning and infrastructure modernization efforts
  • Research existing facility conditions, mission requirements, historical asset data, engineering standards, and previous project documentation to support project planning and development
  • Prepare draft DD Form 1391s, project scope narratives, technical justifications, economic analyses, and other facility programming documentation for Government review and approval
  • Develop parametric cost estimates, preliminary Independent Government Cost Estimates (IGCEs), life-cycle cost analyses, and other cost modeling products using PACES or comparable estimating tools
  • Evaluate and classify proposed projects under Military Construction (MILCON), Facilities Sustainment, Restoration, and Modernization (FSRM), Minor Construction, and other applicable funding categories while ensuring compliance with fiscal limitations and regulatory guidance
  • Develop and present recommended facility solutions that balance mission requirements, technical feasibility, cost, schedule, and regulatory compliance
  • Coordinate project requirements with Government engineers, architects, environmental specialists, financial managers, contracting personnel, and other multidisciplinary stakeholders
  • Support long-range facility planning, capital investment programming, project prioritization, budget development, leadership briefings, project dashboards, and status tracking
  • Analyze facility planning data and provide technical recommendations that support informed decision-making and strategic infrastructure investments
  • Maintain accurate project documentation, planning records, and supporting data while ensuring deliverables are completed accurately and on schedule

Requirements

Skills and Experience

 

The Planning and Programming Support Specialist must have:

  • 7+ years of professional experience supporting facility planning, infrastructure programming, requirements development, engineering, or technical cost estimating
  • Demonstrated knowledge of Department of Defense (DoD) and U.S. Air Force (USAF) facility programming processes, including Military Construction (MILCON) and Facilities Sustainment, Restoration, and Modernization (FSRM) programs
  • Experience preparing or supporting DD Form 1391 documentation, project scope narratives, technical justifications, and other facility planning and programming documentation
  • Experience developing parametric cost estimates, preliminary Independent Government Cost Estimates (IGCEs), and life-cycle cost analyses using PACES or comparable cost-estimating software
  • Familiarity with United Kingdom building regulations, construction standards, and host-nation planning and design requirements
  • Ability to conduct facility condition assessments, evaluate technical data, and develop practical, cost-effective facility solutions that support mission objectives
  • Working knowledge of facility project funding classifications, fiscal constraints, environmental requirements, safety standards, and applicable federal, DoD, and host-nation regulations
  • Experience supporting long-range infrastructure planning, capital improvement programs, budgeting processes, and project life cycle management
  • Proficiency with Microsoft Office Suite and project management or scheduling tools used to support planning, programming, and project execution
  • Ability to work full-time on-site at Royal Air Force (RAF) Mildenhall, United Kingdom
  • Ability to obtain and maintain all required installation access, security vetting, Common Access Card (CAC), NIPRNet access, and other required site credentials

Education and Certifications

 

The Planning and Programming Support Specialist must meet the following:

 

Required

  • Bachelor’s degree in Engineering, Architecture, Planning, Construction Management, Cost Estimating, or a related field
  • Demonstrated DD Form 1391, PACES, FSRM, and MILCON experience
  • Relevant project-management, planning, engineering, or cost-estimating credentials

Security Clearance

 

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

 

Physical Requirements

 

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
